Applying For A New Driver's License {Non-Professional}





Change of plans often happens during this pandemic when we process papers at government offices because some buildings or establishments are closed for disinfection.

Such as what happened the other day - instead of processing one requirement at a nearby office, we went to applying for a non-professional driver's license instead, just so the travel time would not be wasted. 

When going to any government office, best to check their websites for a checklist of requirements necessary and to have all the papers rechecked. And very importantly is to observe certain protocols and additional process necessary for personal health safety.

QUALIFICATIONS FOR DRIVERS:

  1. Must be physically and mentally fit to operate a motor vehicle
  2. Must be able to read and write in Filipino and/or English
  3. Must have passed the written and practical examination
  4. Must be at least seventeen (17) years old
  5. Must be a holder of Student-Driver’s Permit valid for at least thirty one (31) days from issuance / expired foreign driver's license / expired non-professional driver's license for more than two (2) years

CHECKLIST OF REQUIREMENTS:

  1. Duly accomplished Application Form for Driver’s License (ADL)
  2. Presentation of copy of the medical certificate. (Electronically transmitted to LTO by the accredited medical clinic)
  3. Original copy of valid Student-Driver's Permit
  4. For applicants aged 17 years old, one (1) original copy of parent's consent or affidavit of a person having custody/care or supervision over the minor applicant authorizing the applicant to secure a student permit with presentation of original and submission of one (1) photocopy of any valid government issued ID of the parent/affiant with photo and signature

NOTE

  1. Acceptable Government issued ID's - Philippine passport, Social Security System (SSS) Card, UMID Card, PhilHealth ID, TIN Card, Postal ID, Voter’s ID, Professional Regulation Commission (PRC) ID, Senior Citizen ID, OFW ID, Overseas Workers Welfare Administration (OWWA) ID, National Council of Disabled Affairs (NCDA) ID, Solo Parent ID,Voter’s Certification, Government Services and Insurance System (GSIS) e-Card, Seaman's Book, Government Owned and/or Controlled Corporations (GOCC) ID, Home Development Mutual Fund (HDMF) ID, Department of Social Welfare and Development (DSWD) Certification, Integrated Bar of the Philippines (IBP) ID
  2. Maximum of three (3) Restriction Codes only (1, 2, 6 and/or 7 or 1, 4, 6 and/or 7 or equivalent DL codes)
Needless to say, you will need patience to wait and queue up for your turn to be called whilst going through the process. And since I just tagged-along, as usual I took selfies and random photos as an 'a-ha moment'.

As we waited, we made small talk, browsing Facebook as usual in between, and had late lunch time because it took long to process. It was a blessing though because the LTO was not so crowded and the transactions run smooth. Kudos to the government staff!


CLIENT STEPS

LICENSE TRANSACTION WITH EXAMINATION

  1.  Requests Application for Driver’s License (ADL) form and accomplishes the same
    1.1. Gets queue numbe
  2. Submits accomplished ADL and all the requirements with the attached queue number
  3. Proceeds to the Cashier for payment of fees
    Note: For Additional Restriction Code (RC1) and Change Classification expired PDL to NPDL, proceed to step 5
  4. Takes written examination
    IF FAILED
    4.1. Receives the computer generated letter May come back the following day at their convenience
    End of transaction
    IF PASSED
    Note: For Conductor's License and Change Classification of Valid NPDL to PDL of the same restriction code, proceed to Step 6
  5. Proceeds to actual driving test
    5.1. Takes the actual driving test
    IF FAILED
    End of transaction
    IF PASSED
  6. Proceeds to the cashier for payment of fees
  7. Proceeds to the encoding / biometric window and accomplishes form for encoding of complete details in the new LTO-IT system
  8. Receives OR and the DL Card
    8.1 Signs in the log sheet
